2018 02 - Havant Tories Parking Wardens £25,000 fine target

ParkingP1sThe front page of the Portsmouth News dated 9 February reports of the secret £25,000 target of parking charge notices that the parking wardens should achieve.

It has always been our opinion that Parking Wardens should be there to facilitate the smooth flowing of traffic and to only issue tickets for flagrant violations of parking regulations. It is unacceptable to incentivise parking wardens to issue as many tickets as possible.

This report should not be seen as a criticism of council officers as it is they that have to implement the parking charge quota that is set by the Conservative councillors.

 The effect of giving parking attendants a £25,000 quota, is to reward the issue of Parking Charge Notices (PCNs) for minor parking infringements that would more appropriately be dealt with by asking a motorist to "move on".

We however do support the issue of PCNs to motorists who flagrantly violate parking rules and pose a danger to motorists and/ or pedestrians.

We disagree with this policy when PCNs are issued for minor violations since the cost takes a disproportionate amount of income from residents with lower incomes in the economically deprived areas of Leigh Park and Hayling East.
